The bill defines habilitative services as helping individuals learn or improve skills for daily living, and rehabilitative services as maintaining or enhancing current functioning with potential for improvement. Specifically, the coverage must include speech therapy (both in-person and via telehealth) without limits on the number of visits, type of medical condition, or requiring prior authorization. The telehealth services must use communication technologies that comply with HIPAA privacy regulations.
