The bill also clarifies that "qualified inspection agencies," which are independent entities approved by the department to perform inspections, are not required to be under contract with the department, and the department's rules may allow for inspections by these agencies. Additionally, an exemption is added for prefabricated enclosures used for energy storage systems or electrical equipment owned and controlled by an electric utility, provided access is limited to qualified personnel for maintenance and monitoring.
