This bill authorizes the legislative council to establish a memorial in Wesley Bolin plaza to commemorate the Buffalo Soldiers, who were African American soldiers who served in the U.S. Army on the Western frontier during the late 19th and early 20th centuries. The memorial will be officially named the Buffalo Soldiers Arizona territory monument, and its creation will follow the procedures outlined in section 41-1363 of the Arizona Revised Statutes. Importantly, no public funds will be used for the memorial; all costs associated with fundraising, artistic design, and construction will be the responsibility of the proponents, and the state will not assist with fundraising or establish a state fund for these monies. This authorization for the memorial will expire on September 30, 2027.
