This bill strengthens protections for the voter registration database by making it a class C felony, a serious crime, for election officials or their designees to knowingly misuse, disclose, or alter information within the database outside of their official duties, and it also designates certain sensitive voter information, such as driver's license numbers, social security numbers, and full birthdates on registration forms, as confidential and restricts their disclosure to authorized election personnel unless permitted by the Secretary of State. Additionally, the bill clarifies that requests for records from the statewide voter registration database must be directed to the Secretary of State, and county election offices are no longer required to produce these records themselves but must instead forward the request to the Secretary of State, with a knowing violation of this procedure also being a violation of the law. This legislation is declared an emergency measure, meaning it takes effect immediately upon approval.
