This bill amends the Michigan Revised School Code to modify provisions related to sex education in public schools. The bill updates language around sex education instruction, requiring that such classes remain elective and not mandatory for graduation. It mandates that parents must be notified in advance of any class discussing family planning, reproductive health, gender identity, sexual orientation, or consent, and must be given an opportunity to review materials and opt their child out without academic penalty. The bill requires schools offering sex education to establish a sex education advisory board, which must include parents (at least half of whom cannot be school employees), pupils, educators, local clergy, and community health professionals. The advisory board must establish program goals aimed at reducing pregnancy and sexually transmitted infection rates, review instructional materials, and evaluate the program's effectiveness at least every two years. The bill also requires public hearings before adopting any revisions to sex education materials and explicitly prohibits distributing family planning drugs or devices in public schools. Notably, the bill maintains the existing requirement that sex education instruction must emphasize abstinence as a responsible method of preventing unplanned pregnancy and sexually transmitted infections, and continues to stipulate that abortion cannot be taught as a method of reproductive health.
