This bill amends the Management and Budget Act to strengthen accountability and reporting requirements for state agencies following audits and when serious problems are discovered. Under the new provisions, when an audit is completed (including those by the Auditor General), the principal executive officer of the audited state agency must submit a detailed compliance plan to the state budget office within 60 days, with copies distributed to various legislative committees, fiscal agencies, and the executive office. If the executive officer fails to submit this plan, the state budget director must notify relevant committees and oversight bodies. Additionally, the bill requires departments to immediately report serious problems, abuses, or deficiencies to the department head, and if criminal activity is suspected, to report to the governor, attorney general, and auditor general. Department heads must submit a corrective action plan within 60 days of receiving such a report, and the state budget director must then distribute copies to appropriate committees. If a department head fails to submit the required plan, the state budget director must notify relevant legislative bodies. The bill maintains existing protections against public disclosure of information related to ongoing criminal investigations or legally protected information.
