This bill mandates that the Secretary of Defense establish a pilot program within 90 days of enactment to test and implement new technologies for controlling and reducing moisture and mold in military housing, which is defined as housing provided under specific chapters of title 10 of the U.S. Code. This pilot program will be conducted at three to five military installations, prioritizing those in regions prone to mold growth due to high humidity, frequent rain, or outdated heating, ventilation, and air conditioning (HVAC) systems. The program will involve installing advanced moisture detection systems with early warning capabilities, using non-invasive or technology-based mold removal methods like antimicrobial coatings or UV sterilization, defining necessary infrastructure upgrades, training personnel, appointing site supervisors, and developing a plan to evaluate the technologies' effectiveness. The pilot program will conclude five years after the bill's enactment, and the Secretary will report the findings, including cost-benefit analyses and recommendations for wider use, to the congressional defense committees. Additionally, the bill requires the Secretary of Defense, in coordination with the Secretaries of the military departments, to develop and implement uniform guidelines for mold remediation across all military housing and facilities within 180 days of enactment. These guidelines must align with existing municipal, state, and industry standards, such as the S520 Standard for Professional Mold Remediation, and will apply to new remediation contracts and procedures. A report detailing these guidelines and implementation plans will also be submitted to the congressional defense committees.
