Bill Summary

AN ACT To prohibit unlawful coercion of a minor, and for other purposes.

AI Summary

This bill, known as the Coercion and Sexual Abuse Free Environment Act or CSAFE Act, amends federal law to prohibit the unlawful coercion of a minor. Specifically, it adds a new subsection to Section 2422 of title 18 of the United States Code, making it a crime for someone to intentionally compel a minor, using interstate commerce or other federal means, to engage in self-harm (including suicide or attempted suicide), commit animal crushing, participate in abusive or degrading nonsexual conduct that could lead to criminal charges, or engage in sexually explicit conduct. The term "compel" is defined to include threats, extortion, blackmail, fraud, deceit, or manipulation. Penalties for violating this provision range from fines and imprisonment of up to 10 years, to up to 20 years if serious bodily injury results, and life imprisonment if death occurs. The bill also makes a conforming amendment to juvenile delinquency provisions to include the new offense.
