This bill makes two key changes related to areas of critical state concern, which are specific geographic regions in Florida designated for special planning and management due to their unique environmental or historical significance. First, it exempts certain entities from the requirement to provide payment and performance bonds, which are financial guarantees ensuring a contractor completes a project and pays subcontractors and suppliers, when work is done on property within an area of critical state concern that is subject to a long-term ground lease of 99 years or more with Habitat for Humanity or its affiliates, provided the leasehold interest is subject to lien claims by those defined as lienors in chapter 713 of Florida Statutes. Second, it extends the deadline for spending specific Florida Forever appropriations, a state program for land acquisition and conservation, on land purchases within the Florida Keys Area of Critical State Concern from the 2026-2027 fiscal year to the 2035-2036 fiscal year, ensuring continued investment in protecting this ecologically sensitive region.
