This bill, titled the "Leading Ethical AI Development for Kids Act," aims to protect minors from certain risks associated with advanced chatbots, which are defined as generative artificial intelligence systems that can have natural, ongoing conversations with users, but excludes systems used solely for customer service, research, internal business purposes, clinical settings, or narrowly tailored educational tools. The bill prohibits "chatbot operators" (companies providing these advanced chatbots) from designing features that simulate companionship or interpersonal relationships with users, or that promote harmful activities like suicide, self-harm, or illegal drug use, unless they have confirmed the user is not a minor. It also restricts how chatbot operators can use a minor's personal data, requiring them to collect only what's necessary and to delete it immediately after determining a user's age, and prohibits training AI models on a minor's input without parental consent. The Attorney General is empowered to bring civil actions against violators, seeking fines of up to $25,000 per violation, along with other remedies, and minors who suffer harm can also sue. The bill also mandates the creation of a public website for reporting violations and declares any contract attempting to waive these protections as void.
