This bill establishes a comprehensive study to examine the integration of doula services in healthcare facilities across New York state. A doula is a professional who provides emotional, physical, and informational support to mothers before, during, and after childbirth. The study, to be conducted by the state's department of health, will investigate how doulas are currently integrated into hospitals and birthing centers, with the goal of identifying best practices and recommending ways to create more "doula-friendly" spaces. The research will involve engaging with doula-led organizations, identifying hospitals that are already doula-friendly, and examining successful doula integration programs both within New York and in other states. The study will develop recommendations covering various aspects of doula integration, including criteria for giving doulas appropriate status in healthcare facilities, guidelines for doula presence in birthing rooms, and methods for collecting and reporting data on doula friendliness. By December 31, 2027, the department is required to submit a final report with its findings and recommendations to the governor, senate president, and assembly speaker, with the ultimate aim of improving maternal healthcare support and recognizing the valuable role of doulas in the birthing process.
