It requires individuals seeking to become state-certified lactation care providers to apply to the DHS director, meet minimum qualifications including age and a valid fingerprint clearance card, and pay applicable fees, with a provision for a sliding fee scale. The DHS director is empowered to establish rules for the scope of practice, core competencies, education and training requirements, and criteria for certificate issuance, denial, suspension, or revocation, with a waiver for those holding an approved certification.
