This bill, titled the "Home-Based Telemental Health Care Act of 2025," establishes a grant program to increase access to mental health and substance use services for specific groups. The program will provide grants to eligible entities, defined as public or nonprofit telemental health provider networks offering mental health and substance use services delivered by trained professionals. These services will be provided remotely, using "telemental health," which means using electronic technologies for healthcare, to "covered populations." Covered populations include individuals in "health professional shortage areas" (areas with a lack of healthcare professionals) located in rural areas, and those working in farming, fishing, or forestry industries. The bill specifically defines "home-based telemental" care as services provided when the patient is in their own home or a comfortable place. Grant funds can be used to deliver these home-based telemental health services, develop ways to measure their quality and impact compared to in-person care, and improve the infrastructure needed for telemental health, such as expanding broadband access, providing devices for patients, and covering technology costs for providers. The Secretary will report on the program's impact and quality to Congress. Up to $10 million per fiscal year from 2025 through 2029 is authorized for this program.
