This bill, titled the Veterans’ Burial Improvement Act of 2025, makes several improvements to memorial affairs administered by the Secretary of Veterans Affairs. It permanently extends the authority to provide headstones and markers, and to allow interment in national cemeteries, for spouses and children who predecease members of the Armed Forces serving on active duty, removing a previous expiration date of September 30, 2032. The bill also enhances the Department of Veterans Affairs' (VA) provision of transportation for deceased veterans by establishing a permanent transportation allowance of $745 for covered deceased veterans to be buried in a covered veterans' cemetery, with provisions for additional payment if actual costs exceed this amount, and also covers the actual cost of transportation for veterans who die in VA facilities or certain other covered facilities. Furthermore, it allows the Secretary to furnish group headstones or markers for multiple individuals buried together, which can be used even at unmarked burial locations if deemed beneficial for understanding the site's significance, and clarifies that individual headstones or markers already in place may remain. Finally, the bill expands eligibility for burial in national cemeteries to include veterans discharged under conditions other than dishonorable who would otherwise be eligible but for minimum active duty service requirements, along with their spouses and dependent children.
