This bill, known as the Kansas Youth Voice Act, requires each local school district board of education to appoint at least one nonvoting student representative from grades 10 through 12. The student representative will have the right to attend open board meetings, receive meeting documents, and express opinions, but cannot vote, attend closed meetings, or receive compensation. The board must establish an application process for selecting student representatives, with appointments made by August 1, 2026, for an initial term ending July 1, 2027, and subsequent one-year terms thereafter. A student may serve up to two total terms. The bill also mandates that the school board create an orientation process for student representatives, which includes assigning a board member liaison, including the student in board trainings, providing an overview of board history and processes, and establishing communication protocols.
