This bill requires each county register of deeds in South Carolina to create and maintain an electronic property recording notification system that allows property owners to register for free and receive email alerts when documents are recorded in county real property records that involve their name or property. The system must automatically send email notifications within 24 hours of document filing, include a general description of the recorded document to help owners detect potential fraud, provide a unique reference number for each notification, and advise registrants to review the document and contact appropriate authorities if concerned. Counties may offer additional optional notification methods like text messages or phone calls, and can contract with third-party vendors to develop and operate the system. The bill provides liability immunity for the register of deeds, county, and system vendors for notification failures or errors, except in cases of gross negligence or intentional misconduct. Each county must have an operational system in place by July 1, 2027, unless the state legislature extends this deadline, and the bill will take effect upon the Governor's approval.
