AI Summary

This bill aims to increase transparency and regulation for charitable organizations and those who solicit on their behalf in South Carolina. Key provisions include raising the threshold for when certain charitable organizations must register with the Secretary of State from $500 to $7,500 in gross revenue, and requiring written contracts between charities and professional fundraisers, solicitors, or commercial co-venturers to be filed with the Secretary of State under specific conditions. Additionally, any entity soliciting for a charity must disclose the charity's legal name and purpose, and commercial co-venturers, which are businesses that partner with charities for fundraising, will now have specific registration requirements and will be prohibited from implying state endorsement due to their registration. The bill also clarifies that public school districts and schools are exempt from registration.
