AI Summary
This bill amends South Carolina's laws regarding charitable organizations to enhance transparency and regulation of fundraising activities. The bill increases reporting requirements for charitable organizations that solicit, collect, earn, or receive more than a specified amount (raised from $25,000 to $10,500) in a fiscal year, mandating registration with the Secretary of State. It requires written contracts between charitable organizations and professional fundraising entities (including professional solicitors, fundraising counsel, and commercial co-venturers) to be filed with the state at least ten days before solicitation activities begin. The bill also introduces stricter disclosure requirements, compelling soliciting entities to reveal the legal name and purpose of the charitable organization they represent. Additionally, it establishes registration requirements for commercial co-venturers who intend to collect more than $10,000 during a solicitation campaign and prohibits these entities from using their state registration as a form of state endorsement. The legislation aims to provide greater accountability and transparency in charitable fundraising by ensuring that donors have access to more comprehensive information about the organizations and entities soliciting their contributions.
