This bill requires public schools serving grades 7-12 and public higher education institutions to print specific public safety hotline numbers on student identification cards. For middle and high schools, the mandatory numbers include the National Suicide Prevention Lifeline (988), National Domestic Violence Hotline (1-800-799-7233), and Crisis Text Line (text "DE" to 741741). The bill adds two additional mandatory hotline numbers for K-12 schools: the Teen Dating Violence Hotline and the Stop Bullying Now Hotline. For higher education institutions, the mandatory numbers include the National Suicide Prevention Lifeline, National Domestic Violence Hotline, Crisis Text Line, and local campus police or security number. The bill also allows these institutions to optionally print the National Sexual Assault Hotline number. If any of these hotline numbers are updated, the most current numbers must be printed when identification cards are reissued or reprinted. Schools and institutions may continue using existing identification card supplies that do not comply with the new requirements until their current stock is depleted. The legislation will take effect on July 1, 2026, with some provisions applying to specific school years starting in 2022-2023.
