This bill establishes the Athletic Trainers' Loan Assistance Grants Program, administered by the South Carolina Commission on Higher Education, to provide financial support for certified athletic trainers working in public schools. Eligible athletic trainers can receive grants up to $7,500 per year (or $3,750 per semester) for up to four consecutive years to help repay federal student loans used for their educational certification. To qualify, applicants must be U.S. citizens or permanent residents, hold a degree approved by the Board of Certification for Athletic Trainers, be licensed in good standing, provide at least 20 hours of athletic training services per week in South Carolina public schools, and have outstanding student loans. The grants will be distributed in two payments annually, and priority will be given to trainers serving geographic areas of critical need if funding is insufficient. The Commission on Higher Education must develop an accountability plan to evaluate the program's goals, activities, and outcomes, and applicants have the right to petition and request a hearing if they disagree with the commission's decisions. The program is contingent upon available funding, with up to 10% of annual appropriations allowed for administrative expenses.
