This bill requires the South Carolina Department of Environmental Services to create regulations mandating that public water systems maintain a minimum disinfectant level of free or total chlorine at no less than 0.1 parts per million throughout their water distribution systems, storage tanks, and delivery points. The regulations will apply to water systems providing residential water, but will exclude private water systems serving three or fewer residences or those primarily used for agricultural purposes. The department must conduct annual reviews of these regulations and submit a comprehensive report to the Senate Medical Affairs Committee and the House Medical, Military, Public and Municipal Affairs Committee by February 1st each year. Additionally, industrial users who own and operate water systems exclusively for their own facilities may apply for a variance from the minimum disinfectant level requirement, which the department can approve if the variance does not conflict with federal law.
