This bill amends South Carolina state law to establish a veterans' preference in state agency hiring practices. Specifically, when a state agency has a job vacancy, it must prefer a veteran candidate if the applicants are equally qualified. The bill allows state agencies and political subdivisions to waive postsecondary education requirements for veteran applicants. Each state agency must develop a written Veterans' Recruitment Plan with annual goals for veteran workforce inclusion and submit this plan to the Office of Human Resources. Additionally, agencies are required to report annually to the Department of Employment and Workforce's Coordinating Council on Workforce Development, providing statistical data about veterans' hiring, including the number of veterans who applied for jobs, were hired through veterans' preference, and were hired as a result of the recruitment plan. The definition of "veteran" in this bill references an existing definition in Section 25-11-40 of South Carolina law. The bill will take effect upon approval by the Governor, aimed at providing employment opportunities and recognition for military veterans in state government positions.
