This joint resolution establishes the Truancy Root Cause Intervention Study Committee to comprehensively examine and improve approaches to student truancy in South Carolina. Recognizing that chronic truancy is linked to negative academic and social outcomes, the committee will review existing intervention procedures and assess how effectively they investigate home environmental factors contributing to students missing school. The 11-member committee, composed of state legislators, education and social service officials, a legal expert, and two public members with child welfare expertise, will evaluate current truancy intervention strategies, consider best practices from other states, identify policy gaps, and develop recommendations for more individualized and effective approaches. The committee is tasked with submitting a detailed written report with legislative recommendations to the General Assembly by July 1, 2027, with the goal of creating more targeted interventions that address underlying causes of truancy such as household instability, health challenges, transportation issues, and caregiving responsibilities. The resolution takes effect upon gubernatorial approval and aims to help reduce truancy by understanding and mitigating its root causes.
