This bill requires every school administrative unit, school district, and school receiving state funding to undergo an annual independent financial audit. The audit must be completed within 180 days of the end of the fiscal year and submitted to the departments of revenue administration and education. If the audit reveals material deficiencies, the department of education will assign a staff member to receive quarterly financial reports and work with the school to develop a remedial plan. All audit reports must be publicly posted on the school's website and shared with key stakeholders, including superintendents, business administrators, treasurers, local school board members, and state board of education members. The business administrator must provide all necessary data to the independent auditor in a timely manner, and the audits must include comparisons to data previously submitted to the department of education. As an enforcement mechanism, the bill grants the department of education the power to withhold funding from any school administrative unit, district, or school that fails to comply with these audit requirements. The bill will take effect 60 days after its passage, and while a complete fiscal impact assessment is pending, it represents a significant step toward increasing financial transparency and accountability in the state's educational system.
