This bill establishes a new special license plate for diabetes awareness and outlines the implementation and funding mechanism for these plates. Specifically, if someone pays a $32,000 implementation fee by December 31, 2026, the Arizona Department of Transportation will issue diabetes awareness special plates with a design subject to departmental approval. For each set of plates, $25 will be collected: $8 will go to special plate administration and $17 will be an annual donation. These donations will be deposited into a new diabetes awareness special plate fund, which will annually allocate money to a qualified 501(c)(3) nonprofit organization that meets specific criteria, including being founded in 2022 and headquartered in Arizona, supporting people with diabetes and their families, and providing public education about diabetes. The first $32,000 in the fund will reimburse the initial implementation fee, and no more than 10% of the fund's annual money can be used for administrative costs.
