This bill expands the authority of all local governments in the Commonwealth to create affordable housing programs by amending their zoning ordinances, a power previously limited to specific types of counties and cities. These programs can now include not only optional increases in housing density but also other measures like reducing lot sizes, allowing accessory housing units (like basement apartments or backyard cottages), contributing to local housing trust funds instead of building units, and permitting conversions of commercial spaces to housing, all aimed at increasing the availability of moderately priced housing and accommodating older residents. Localities adopting these programs after July 1, 2027, will be required to form an advisory committee to gather input from various stakeholders, including residents and developers, to assess the effectiveness and feasibility of proposed measures before adoption, with the bill taking effect on July 1, 2027, and not applying to ordinances adopted before January 1, 2026.
