This bill modifies the procedures for designating historic landmarks by changing notice requirements for the Department of Historic Resources (DHR). The bill removes the requirement that DHR provide written notice to owners of properties abutting or directly across the street from a property proposed for historic landmark designation. Instead, the bill will only require DHR to notify the property owner and the local governing body about proposed designations. Additionally, the bill changes the public hearing notice publication requirements, replacing the current rule of publishing notice once a week for two successive weeks with a new requirement that notice be published at least seven and no more than 30 days before the hearing. The bill also maintains existing provisions for consulting with Tribal Nations when appropriate and allows property owners and local governments 30 days to provide comments and recommendations about proposed historic landmark designations. These changes aim to streamline the historic landmark designation process by simplifying notification procedures while still ensuring public awareness and input.
