It mandates that multi-occupancy restrooms, changing rooms, and sleeping quarters in public buildings, schools, correctional centers, juvenile detention facilities, and state institutions of higher education be designated for the exclusive use of males or females, with individuals only allowed to use facilities designated for their sex, except in specific circumstances like custodial duties, medical assistance, or emergencies. The bill also grants individuals a private cause of action for declaratory and injunctive relief against entities that allow individuals to use restrooms or changing rooms designated for the opposite sex or require them to share sleeping quarters with someone of the opposite sex, and it prohibits students from competing in athletics designated for the biological sex opposite to their own, with exceptions for female students when no corresponding competition is available for them.
