This bill modifies existing Arizona law to expand and formalize the funding and oversight of childhood cancer and rare childhood disease research. It amends the "Childhood cancer and rare childhood disease research fund" to allow for legislative appropriations, gifts, donations, and federal grants in addition to existing revenue sources, and clarifies that a maximum of ten percent of the fund's annual monies can be used for administrative costs, with a specific initial reimbursement for implementation fees. Crucially, the bill establishes a new "Childhood cancer and rare childhood disease research commission" composed of at least seven members, including childhood cancer survivors, rare childhood disease survivors or their caregivers, health professionals specializing in these areas, and a representative from a national pediatric cancer advocacy nonprofit. This commission will be responsible for awarding grants from the fund to in-state nonprofit health care providers and research institutions engaged in clinical trials for pediatric cancer or rare pediatric diseases, allowing for collaborative research outside of Arizona. Commission members will serve five-year terms, will not receive compensation but will be reimbursed for expenses, and must recuse themselves from matters where they have a conflict of interest, with provisions for department staff to fill in if conflicts prevent a quorum. The commission is also mandated to submit an annual report detailing grant awards, research outcomes, and return on investment to legislative committees starting in August 2027.
