This bill amends Utah law to require vehicle owners to maintain liability insurance, referred to as "owner's or operator's security," on a vehicle at any time it is operated on a highway or a quasi-public road or parking area, removing the previous requirement that insurance be maintained only when the vehicle is registered. The bill clarifies that "highway" and other terms are defined elsewhere in Utah code and specifies that this insurance requirement applies to both resident and nonresident owners of motor vehicles physically present in Utah, with exceptions for certain off-highway vehicles, electric-assisted bicycles, and specific school bus usage scenarios. The state and its political subdivisions are also required to maintain this security for their motor vehicles, with provisions for how insurance is handled when a school district allows another government entity to use its school bus. The bill is set to take effect on May 6, 2026, unless approved by a two-thirds majority in both houses of the legislature, in which case it will take effect sooner.
