This bill mandates that the State Board of Education, in conjunction with the Cybersecurity Commission, establish minimum cybersecurity standards for local education agencies (LEAs), which are public school districts and charter schools. These standards, to be developed through rulemaking, will align with industry best practices and consider the varying resources and needs of LEAs, with phased implementation timelines. The Utah Education and Telehealth Network (UETN), in collaboration with the Cyber Center (a state entity focused on cybersecurity), will provide implementation guidance, technical assistance, and coordinate cybersecurity resources for LEAs. LEAs will be required to report data breaches to the Cyber Center and the State Board of Education within specific timeframes and cooperate with investigations. The bill also updates existing law regarding student device usage in schools, specifically adding "AI glasses" to the list of devices that students are generally prohibited from using during classroom hours, with exceptions for safety, emergencies, accommodations, or medical necessities.
