This bill, known as the "ARMENIA Security Partnership Act," requires the Secretary of Defense to certify annually that the government of Azerbaijan has taken significant steps towards upholding its commitments, fully withdrawing its military forces from Armenia's sovereign territory, unconditionally releasing all Armenian prisoners, ceasing hostilities towards Armenia, and recognizing the right of ethnic Armenians to return to their homes in Nagorno-Karabakh while preserving Armenian cultural and religious sites there. If the Secretary of Defense cannot make this certification, they must immediately review United States security assistance to Armenia to identify any gaps in Armenia's ability to defend itself and then report these findings, along with recommendations for increased security cooperation and assistance, to specific congressional committees, which are defined as the Committees on Armed Services and Appropriations of both the Senate and the House of Representatives. Furthermore, if the certification is not made, the President would be prohibited from waiving certain restrictions on assistance to independent states of the former Soviet Union.
