This bill, titled the "China AI Threat Assessment Act," directs the Director of National Intelligence, the head of the U.S. intelligence community, to produce a comprehensive National Intelligence Estimate, which is a formal assessment of foreign intelligence, on artificial intelligence (AI) systems developed or deployed by entities in the People's Republic of China. This estimate, due within 180 days of the bill's enactment, must evaluate whether Chinese-developed commercial AI systems contain embedded biases, such as discriminatory logic based on ethnicity or political views, analyze the data and design of these systems, assess their potential use for foreign influence operations or surveillance targeting the U.S. and its allies, identify risks to democratic norms and civil liberties from their global spread, and recommend strategies for the intelligence community and allies to monitor and counter harmful uses of Chinese AI technology. The bill defines AI broadly to include any system or model that performs tasks requiring human-like cognition, such as perception or decision-making.
