This bill allows counties, cities, towns, and the Department of Transportation (DOT) to establish "crash prevention zones" on public roads that have a history of numerous serious or fatal collisions, with the goal of allowing authorities time to investigate and implement safety improvements. Before a zone is created, a public hearing must be held, and once established, an engineering and traffic investigation will be conducted to identify necessary safety upgrades, potentially including speed limit adjustments. Law enforcement agencies will then increase enforcement of traffic laws within these zones. Drivers committing speed infractions or involved in collisions within a crash prevention zone will face a $73 penalty, provided warning signs are posted, and $73 of these penalties will be used to fund the zone's investigations, signage, safety improvements, and increased law enforcement. These zones will be dissolved once safety improvements are made, or at the discretion of the establishing authority, upon recommendation from the DOT, or if a petition from 10% of affected property owners, residents, or business owners is submitted.
