This bill requires county election officials to transmit a "cast vote record" to the Secretary of State within 48 hours after the county's election results, known as the "county canvass," are sent to the Secretary of State. A "cast vote record" is defined as an electronic record of voter selections from a ballot or ballot image that cannot be traced back to an individual voter, and this record must be provided in a format that can be sorted. For precincts or ballot styles with fewer than 25 registered voters, only the total number of voters and cast vote records need to be included. Importantly, election officials are prohibited from altering or randomizing these original electronic files, and the cast vote record itself is designated as a public record, meaning it can be accessed by the public.
