This bill directs the commissioner of the Office of Temporary and Disability Assistance to develop and implement a program to replace all magnetic-strip electronic benefit transfer (EBT) cards with more secure chip-enabled smart cards within one year of the bill's effective date. The bill defines EBT cards broadly, including cards for medical assistance, food stamps, public assistance, unemployment insurance, adoption subsidies, and child support programs. Once the program is implemented, no new magnetic-strip cards will be issued, and the state will reimburse cardholders for benefits stolen from magnetic-strip cards (provided the cardholder is not involved in the theft) until they receive a chip-enabled smart card. The chip technology is intended to provide enhanced security for benefits, protecting recipients from potential fraud or unauthorized access. The commissioner is also required to create necessary rules and regulations to implement this card replacement program, with the act taking effect immediately upon passage.
