This bill allows vehicle owners to cancel their vehicle registration electronically and, under certain conditions, receive a refund for a portion of the fees and taxes they have already paid. Specifically, owners of motor vehicles weighing 14,000 pounds or less can get a pro rata refund for the remaining whole months in their registration period, though a $5 administrative fee may be deducted, and refunds totaling less than $40 are not issued. This provision does not apply to certain types of vehicles, such as motorcycles, heavy-duty vehicles, or vintage vehicles. The bill also clarifies that canceling registration does not exempt a vehicle owner from the requirement to register their vehicle if they continue to operate it, and it introduces a potential $100 fine if a vehicle's registration is canceled and then the vehicle is operated illegally. Additionally, a reporting requirement for the Motor Vehicle Division on registration refunds will be repealed on January 1, 2029, and the bill takes effect on January 1, 2027.
