This bill establishes a mandatory watercraft operator safety course for individuals operating motorboats or sailboats in Utah, requiring them to complete this course annually to ensure they possess the necessary knowledge and skills for safe and ethical operation. The course, which the division must ensure can be completed in under 20 minutes on average, will cover essential topics such as the proper use of personal flotation devices, the dangers of operating a watercraft under the influence of alcohol or drugs, best practices for safe operation and navigation, and information on aquatic invasive species. Upon completion, individuals will receive proof of completion that is valid for the calendar year. The bill also addresses situations where individuals rent watercraft from a livery, stating that renters must either show proof of completing the safety course or receive a safety briefing from the livery, with violations of these requirements being considered an infraction. This new requirement will go into effect on January 1, 2027.
