This bill repeals an existing Arizona law and replaces it with new provisions concerning ballot security and fraud prevention. Specifically, it mandates that any vendor supplying paper with built-in fraud countermeasures for ballots must hold one of three recognized international certifications: ISO 27001, ISO 17025, or ISO 9001:2015, which are standards related to information security management, testing and calibration laboratories, and quality management systems, respectively. Furthermore, the bill requires that ballot fraud countermeasures include at least three specific security features, such as unique watermarked paper, holographic foils, custom security background designs, special inks (thermochromic, photochromic, etc.), stealth numbering visible under specific light, or unique barcodes or QR codes that allow voters to track their ballots.
