This bill authorizes the city of University City (defined as a city with between 33,000 and 36,500 inhabitants) to impose a transient guest tax on hotel and motel room charges, subject to voter approval. The proposed tax would be limited to a maximum of 8% per occupied room per night and would be in addition to other existing taxes. The tax would be separately stated on hotel bills and the revenue would be used for general revenue purposes by the city. Before implementing the tax, the city's governing body must submit the proposal to voters in a local election, with the ballot question specifying the proposed tax rate. If a majority of voters approve the tax, it would take effect on the first day of the second calendar quarter following the election. If voters initially reject the tax, it can be resubmitted for another vote. This bill provides a mechanism for University City to potentially generate additional municipal revenue through a targeted tax on short-term lodging.
