This bill requires state agencies, referred to as "budget units" (which are departments, commissions, boards, institutions, or other state agencies that handle state money, but exclude universities and community colleges), to report on vacant positions that have been empty for at least 150 days. Additionally, it mandates that these budget units must eliminate any positions that remain vacant for over 150 days each fiscal year, and their allocated "full-time equivalent positions" (which represent the total number of full-time employees a budget unit can have) will be adjusted accordingly, with exceptions for the Department of Corrections and the Department of Public Safety.
