This bill, the Federal Program Integrity and Fraud Prevention Act of 2025, aims to prevent individuals convicted of certain federal felonies related to federal programs from receiving federal funds. Specifically, it mandates that anyone convicted of a "covered felony" – which includes a list of serious crimes like fraud, theft, and false statements under title 18 of the U.S. Code and the Small Business Act – will be automatically placed on the System for Award Management (SAM) Exclusions list. This list, governed by regulations in title 48 and title 2 of the Code of Federal Regulations, prevents individuals and entities from participating in federal contracts, grants, loans, or other financial assistance. The Attorney General will be responsible for notifying the Administrator of General Services of these convictions, who will then promptly add the individual to the SAM Exclusions list for a three-year period. While an agency head can grant a waiver in exceptional circumstances, this exemption must be in writing, justified, and immediately reported to Congress. The bill also clarifies that this exclusion does not prevent agencies from pursuing other legal actions and requires the Attorney General and Administrator of General Services to issue guidance for implementing these new provisions within one year of enactment.
