This bill directs the Tennessee Advisory Commission on Intergovernmental Relations (TACIR), a state agency that studies and makes recommendations on governmental issues, to conduct a comprehensive study of crime stoppers programs across Tennessee. Crime stoppers programs are community-based initiatives that encourage citizens to report criminal activity anonymously, often in exchange for rewards. The study will examine how these programs collect and report data, assess their funding sources and fundraising abilities, and evaluate their partnerships with law enforcement and the broader community. Based on this assessment, TACIR will then propose recommendations to improve these programs, focusing on areas like statewide coordination, public engagement, effectiveness, community trust, consistent standards, and establishing a statewide support and accountability framework. TACIR can request information from other government entities for this study, which must be completed using existing resources, and the findings and recommendations will be reported to legislative committees overseeing criminal justice matters.
