This bill amends Title 53 of the Pennsylvania Consolidated Statutes to prohibit local government units, which include counties, cities, boroughs, townships, and other forms of municipalities, from setting limits on the number of people who can live together in a single dwelling based on their familial relationship, meaning their connection through blood, marriage, adoption, or foster care. Instead, such limits can only be imposed if they are based on demonstrated health and safety standards, such as those found in the International Building Code, fire code regulations, or Department of Environmental Protection wastewater and water quality standards, or if they align with federal, state, or local affordable housing program guidelines. The bill will take effect 60 days after its passage.
