This bill requires the Mayor of Washington, D.C. to establish and publish comprehensive 5-year housing targets for each Planning Area in the city, covering both total housing production and affordable housing units. The targets, to be set every five years, must include specific methodologies for tracking progress, with a publicly accessible quarterly dashboard that details the affordability levels and sources of new housing units. If a Planning Area fails to meet its housing production targets by the designated target date, the Mayor must commission an independent evaluator to assess barriers to housing development and propose remedies, which may include petitioning the Zoning Commission for amendments or submitting comprehensive plan modifications to reduce housing production obstacles. The bill defines affordable housing as income- and rent-restricted units for households earning less than 80% of the area median income, and explicitly states that preserving existing affordable units or adding affordability covenants to existing units cannot be counted towards the primary housing production targets. The District of Columbia Auditor will be required to audit the housing progress information at least once per 5-year period, ensuring transparency and accountability in the city's housing development efforts.
