This bill amends existing Alabama law regarding the registration of vessels, commonly known as boats, by adjusting the fees associated with their registration and how those fees are distributed. Specifically, it increases the annual registration fees for various classes of vessels, with larger vessels incurring higher costs, and also modifies the distribution of these collected fees. A portion of the registration fees will now be directed to a new State Reservoir Management Grant Fund, while the remainder, after accounting for an issuance fee retained by local officials who process the registrations, will continue to be deposited into the State Water Safety Fund. The bill also clarifies that the issuance fee is separate from the vessel registration fee and specifies that the registration certificates are valid for one year, with provisions for initial registrations to be for shorter periods. Furthermore, it clarifies the use of dealer and manufacturer registration numbers for demonstration or testing purposes only and introduces a new inspection fee for homemade boats requiring a hull identification number. This act is set to become effective on January 1, 2027.
