AI Summary
This bill, titled the "Foreign Interference Restriction and Enforcement Act," introduces a comprehensive set of measures aimed at increasing transparency and restricting the influence of foreign entities, particularly those from "foreign countries of concern" (defined as China, Russia, Iran, North Korea, Cuba, Venezuela under Maduro, and Syria). Key provisions include requiring agents of these countries and foreign-supported political organizations to register with the Division of Elections, disclosing certain payments, and prohibiting public officials, agency employees, and candidates from soliciting or accepting anything of value from designated foreign terrorist organizations or foreign countries of concern. The bill also expands prohibitions on government contracts with foreign sources of concern, especially concerning information technology and access to personal identifying information, and introduces new regulations for entities involved with critical infrastructure facilities to prevent foreign control or access. Furthermore, it strengthens penalties for violations, reclassifies certain offenses when committed to benefit foreign interests, and prohibits the unauthorized enforcement of foreign laws within the state. The bill also removes the Florida-China Institute from a list of linkage institutes and prohibits all linkage institutes from engaging with foreign countries of concern. Finally, it allows the Governor to temporarily suspend certain laws related to Cuba under specific circumstances, but requires legislative authorization for any renewal or extension.
