This bill amends existing Utah law to require reporting on water usage by large industrial facilities, defining a "large industrial facility" as an industrial business with an annual water withdrawal of 75 acre-feet or more, including its associated land and buildings. Before a local land use authority approves a permit for such a facility, they must notify the Division of Water Rights, the Division of Water Quality, and the relevant water provider. Operators of these facilities must notify their water provider about anticipated water consumption needs and report to the Division of Water Rights on details like location, estimated water withdrawal, discharge treatment plans, and water reuse efforts before construction begins and annually thereafter. The Division of Water Rights will publish this water withdrawal data on its website, with provisions to protect certain proprietary information while still disclosing aggregated and anonymized data. Failure to comply with these reporting requirements can result in daily fines, with enforcement powers granted to the Division of Water Rights.
