This bill amends existing Utah law regarding the information required to file a judgment lien against real property, which is a legal claim against a property to secure payment of a debt. Specifically, it modifies the requirements for identifying a judgment debtor when a judgment or an abstract of judgment is recorded. The bill changes the information that must be included if known, such as the last four digits of a Social Security number, the month and year of birth, and the driver's license number for individuals, instead of requiring the full Social Security number, date of birth, and driver's license number. It also clarifies that the judgment creditor is responsible for providing this information from their own records, their attorney's records, or court records, or stating if it's unknown or unavailable. The bill also adjusts the priority of certain judgments recorded before July 1, 2002, and clarifies the process for releasing, assigning, renewing, or extending a judgment lien. This bill is set to take effect on July 1, 2026.
