This bill modifies the Veterans Commission Capital Improvement Trust Fund by expanding its allowable uses and funding sources. Specifically, the bill adds provisions for fund transfers to a county with a specific population range (between 17,600 and 20,000 inhabitants) to support the restoration, renovation, and maintenance of a veterans' memorial or museum. Additionally, the bill allows funds from medical cannabis allocations (referenced in section 195.820) to be appropriated for mental health services and programs specifically dedicated to veterans. The fund can continue to be used for existing purposes such as veterans' homes construction and maintenance, veterans' cemeteries, service officer program grants, medal and recognition programs, and general commission administration. The bill ensures that any interest earned by the fund remains in the fund and prevents the automatic transfer of unspent funds to the general revenue fund at the end of a biennium, maintaining the fund's dedicated purpose of supporting veterans' services and memorials.
