This bill modifies existing South Dakota law (32-26-47.1) that prohibits operating a motor vehicle while using a mobile electronic device, which is currently a Class 2 misdemeanor. The changes expand the exceptions to this rule, allowing for the use of mobile electronic devices for specific emergency purposes such as contacting 911 or other emergency services, reporting fires, accidents, hazards, or crimes, and reporting reckless or impaired drivers. It also clarifies that using a global positioning or navigation system feature is permitted as long as the driver isn't manually entering information. Additionally, the bill permits voice-operated or hands-free use of a mobile electronic device, with the exception of touching the device to activate or deactivate a feature.
